Training program for foreign English teachers in Vietnam (VPFET)

The Ministry of Education and Training in Vietnam has recently issued Decision 4159/QĐ-BGDĐT, introducing a training and certification program for foreigners teaching English at foreign language and information technology centers in the country.

The program’s objectives: Alongside the current work permit requirements, this is one of the official courses offered by the Ministry of Education and Training for teachers to meet the qualifications needed to teach and process work permits in Vietnam.

PROGRAM

FOR TRAINING AND ISSUANCE OF CERTIFICATE OF TRAINING COMPLETION FOR FOREIGNERS TEACHING ENGLISH AT CENTERS FOR FOREIGN LANGUAGE AND COMPUTER TRAINING IN VIETNAM

(Attached to Decision No. 4159/QD-BGDDT dated December 6, 2023 of the Minister of Education and Training)

I. APPLICABLE SUBJECT

This program shall be used in training and issuance of certificate of English teaching training completion for foreigners at centers for foreign language and computer training in Vietnam, including: native English speakers having college degree or higher; foreigners having college degree or higher in English major; foreigners having college degree or higher and having certificate of level 5 foreign language proficiency in accordance with the Foreign Language Proficiency for Vietnam or equivalent (hereinafter referred to as “learners”).

II. OBJECTIVES

1. General objectives

Assist learners in developing English teaching skills in a manner that is effective, flexible, and appropriate to culture and background of Vietnam; satisfy demand for training and certificate of training completion for learners; improve English teaching quality at centers for foreign language and computer training (hereinafter referred to as “foreign language centers”).

2. Specific objectives

Upon completion of training programs, a learner must be able to satisfy requirements below regarding English teaching capacity at foreign language centers:

• Utilize primary knowledge, methods, and approach in teaching of the English language; analyze, evaluate, and adjust contents, methods accordingly depending on learners, culture, and background of teaching and learning of the English language in Vietnam;
• Utilize skills to assist teaching and learning in a flexible and effective manner; analyze, evaluate, and effectively adjust class management and organization skills in order to assist studying; develop skills for constructing lesson plans and evaluating; utilize appropriate English teaching technology, materials, and methods depending on learners in order to improve capacity and traits of learners at foreign language centers;
• Have positive, responsible, cooperative, professional, flexibly adaptable working attitude; respect Vietnamese traditions and customs; comply with Vietnamese regulations and law.

III. PROGRAM CONTENT

Foreigners teaching English in Việt Nam required to get training certificates

1. Knowledge load and Program duration

• The Program consists of: 10 subjects regarding English teaching knowledge, methods, and skills and 1 internship subject.
• Program duration: 160 periods, each period lasts for 45 minutes (equivalent to 120 hours of teaching, each hour lasts for 60 minutes).

3.1. Part I: English teaching knowledge, methods, and skills

3.1.1. Subject 1: Overview on English teaching and studying culture, background in Vietnam

Upon finishing this subject, a learner can:

• Develop specific reasoning, awareness, and understanding of Vietnamese; characteristics and traits of Vietnamese people and learners at foreign language centers in relationship with English teaching – studying;
• Develop certain overall reasoning, awareness, and understanding regarding Vietnam’s education system which includes preschool education program, formal education program, education background in orientation and approach, methods for teaching – studying English language.

3.1.2. Subject 2: English teaching reasoning and methods

Upon finishing this subject, a learner can:

• Become acknowledged of English language acquisition theory, English teaching methods associated with learner demographic and Vietnamese culture, society background;
• Apply English language acquisition theory and English teaching guidelines in the teaching process appropriate to learners and the Vietnamese cultural and social context.

3.1.3. Subject 3: Methods for teaching English knowledge

Upon finishing this subject, a learner can:

• Identify principles, models, and common flaws of Vietnamese people upon learning English language;
• Utilize theory regarding orientations, methods, and skills for effectively teaching contents within the boundary of the English language such as vocabulary, grammar, phonetics appropriate to learners.

3.1.4. Subject 4: Methods for teaching English skills

Upon finishing this subject, a learner can:

• Identify common difficulties faced by Vietnamese people when learning 4 skills of listening, speaking, reading, and writing in English;
• Effectively and appropriately utilize solutions, micro-skills, types of questions for 4 skills of listening, speaking, reading, and writing in English;
• Develop steps and progress of an integrated skill lesson and progress for teaching listening, speaking, reading, and writing effectively, appropriately for learner demographic.

3.1.5. Subject 5: Lesson plan

Upon finishing this subject, a learner can:

• Design lesson plans according to the development of learner capacity at the foreign language center;
• Develop a positive attitude in teaching.

3.1.6. Subject 6: Class management

Upon finishing this subject, a learner can:

• Describe elements necessary in class management;
• Apply class management principles, use the appropriate language in class to create a positive and effective teaching, studying environment;
• Develop positive attitude in teaching and class management.

3.1.7. Subject 7: Application of information technology and utilization, development of teaching materials

Upon finishing this subject, a learner can:

• Identify conditions and principles for applying information technology in utilizing and developing English teaching materials; describe learning materials for in-class and online learning; trends of technology application in English teaching in the current scene and in the future;
• Develop electronic lectures, develop learning materials effectively; apply techniques and technology in lectures to make learners interested;
• Develop self-studying capability, self-research capability, and creativity in application of technology in designing, lecturing, utilizing and developing learning materials.

3.1.8. Subject 8: Examination and assessment methods

Upon finishing this subject, a learner can:

• Describe principles in examination and assessment; identify difficulty in designing tasks;
• Develop diversified assessment methods in order to evaluate learners on a regular and periodic basis; develop equality in assessment; report on learning progress and results of learners.

3.1.9. Subject 9: Methods for teaching English for Vietnamese children

Upon finishing this subject, a learner can:

• Understand cognitive and physiological psychology of Vietnamese children when learning English;
• Select and utilize teaching solutions, techniques, materials plans, class management operations appropriate to English teaching for Vietnamese children.

3.1.10. Subject 10: Methods for teaching English for Vietnamese youths – teenagers

Upon finishing this subject, a learner can:

• Acknowledge cognitive and physiological psychology of Vietnamese youths – teenagers when learning English;
• Select and utilize teaching solutions, techniques, materials plans, class management operations appropriate to English teaching for Vietnamese youths – teenagers.

3.2. Part II – Internship

Upon finishing the internship, a learner can:

• Develop lesson plans, apply knowledge, teaching methods and skills in teaching at foreign language centers;
• Adjust English teaching plans, methods, skills appropriate to learner demographics.

IV. PROGRAM INSTRUCTION

1. Assessment, ranking, and certification

1.1. Assessment and ranking

• At the end of a Training program, learners shall be assessed in form of exams (oral/writing or appropriate methods) and learning results so as to determine acquisition of knowledge and skills in the Program. Scores shall be in a scale of 10.
• Learners shall be assessed after finishing Training program when: they have participated at least 80% of in-class learning duration; completed learning, examination, assessment tasks, satisfied requirements of subjects and Training program.
• Learners achieving a minimum score of 5 shall be qualified and certified for training program completion.

1.2. Issuance of certificate of training completion: Learners completing training program in accordance with Point 3.1 of this section shall be issued with certificate of training completion.
